Clinton County Board approves retirements, postings and pay-band changes for elections and payroll roles

The Clinton County Board of Supervisors on March 30 approved multiple personnel resolutions: retirements and postings for patrol operator positions, a resignation in the medical examiner program, and wage-band adjustments for payroll and elections staff.
The board approved Resolution 2026-61 recognizing Patrol Operator BJ Yaddof’s 10 years of service and authorized stopping biweekly paychecks effective his last day of employment (April 21, 2026) and posting the open Patrol Operator position at the Secondary Roads Elwood Shed. The board also accepted the retirement of Patrol Operator Virgil Roling, whose last day was March 24, 2026, and authorized posting for the Lost Nation shed Patrol Operator position effective March 30, 2026 (Res. 2026-63).
Acting on a County Engineer recommendation, the board approved an hourly-rate increase for Dustin Gruhn to $26.86 as a full-time Patrol Operator (M-07), effective March 15, 2026, with back pay to be compensated from that date (Res. 2026-64).
Under Resolutions 2026-65 and 2026-66 the board granted property tax-suspension petitions under Code of Iowa Sections 427.8 and 427.9 for Barbara Manikowski and Marysia Wronka, respectively; eligibility for both petitions was verified by Kim Ralston, CAP Director.
The board also accepted the resignation of Scott Harris, Medical Examiner Transporter, effective April 1, 2026, authorized stopping payroll for him, and reached consensus to fill the vacant position after noting staffing at seven of eight approved positions (Res. 2026-62).
Separately, the Wage Study Committee recommended and the board approved adjusting the compensation band for the Payroll Administrator position to B22 (Res. 2026-68) and elevating the Elections Coordinator band to B23 to reflect a roughly 30-hour-per-week shift in scope; the board authorized immediate posting of the Payroll Administrator position (Res. 2026-69).
All personnel resolutions were approved by unanimous roll call.
