Council sends manager-delegation ordinance to second reading after members warn against losing council oversight

Council on June 2 debated an ordinance (26-O-050) that would clarify and slightly expand the city manager's authority to make rules governing city-owned facilities and to enforce them. Several council members said the amendment risked reducing council's role as a check on administration.
Councilperson Blake said the proposed change "hit me kinda funny" and argued it might cause the council to "abdicate that check and balance that we have" regarding public facilities. The law director, Brandon Dines, and the city manager described the change as a clarification of existing authority and noted the law director had provided an opinion supporting limited expansion to address enforcement and rulemaking gaps.
After debate the council voted on third reading and the ordinance was not adopted that night; members voted to move it to second reading for further consideration. The motion to send the item to second reading carried on roll call.
