Mentor council awards $12.596M contract for Fire Station No. 3 and approves $156,000 project representative

The Mentor City Council on June 2 approved a $12,596,000 construction contract with Infinity Construction LLC to build Fire Station No. 3 at 8091 Plaza Boulevard and separately authorized a not-to-exceed $156,000 contract for a resident project representative to manage day-to-day oversight.
City Manager Robert Fowler told council the lowest and best bidder was Infinity Construction and recommended awarding the contract for completion within 420 days. "Infinity Construction LLC of Warrensville Heights, Ohio in an amount not to exceed $12,596,000 for this work to be completed in 420 days from the execution of this agreement," Fowler said. He added the contract includes liquidated damages for delays.
Council debated the related Quality Control Inspection Inc. (QCI) contract that would provide resident project representative services — weekly site meetings, review of pay applications, prevailing-wage compliance, handling RFIs and change orders, and acting as an intermediary with the contractor. One council member raised the cost: "I do have some concerns about spending, like, a $156,000 for an outside firm," the member said, questioning whether city inspectors could perform the work.
Fowler and administration representatives replied that the city lacks a current staff position to serve as an RPR and that an outside RPR can help keep the project on time and on budget. Fowler said the $156,000 figure is a "not to exceed" amount and that the city expects to come in under budget; the contract also includes a $10,000 preconstruction allowance that the administration said is not expected to be used.
Council moved and approved both ordinances, including the RPR contract, by roll call. The council also discussed contract terms such as a $500-per-day penalty for exceeding the 400-day target, and Fowler said the administration planned a groundbreaking by the end of the month.
The council record shows Ordinance 26-O-046 (award to Infinity Construction LLC) passed and Ordinance 26-O-047 (contract with Quality Control Inspection Inc.) passed as amended.
