Zeeland Brownfield Authority approves amended TIF policy and new incentive policy requiring downtown parking analysis

The Brownfield Redevelopment Authority of the City of Zeeland on March 31 approved two policy actions to guide how the city awards development incentives.
The Authority voted to approve an amended Brownfield Tax Increment Financing (TIF) Policy, the version previously discussed at the Authority’s Oct. 13, 2025 meeting. Members voted to forward the amended policy to Zeeland City Council for final consideration.
The Authority also approved a new Community and Economic Development Financial Incentive Policy (draft 3.7.26). Staff said the policy is intended to create greater equity when projects seek multiple forms of support (for example, Commercial Rehabilitation Incentives, Brownfield incentives, or property purchase assistance) by establishing target maximum percentages of combined incentives. A key addition in the draft requires projects located in the City’s Central Business District that are new or will make significant alterations to an existing building and that seek financial incentives to complete a public parking analysis.
According to staff, the two policy approvals align application and administrative provisions to reduce inconsistent layering of incentives. Both items will be considered next by Zeeland City Council; staff will present the Authority’s approvals to council for final action. The Authority’s vote on both policies was unanimous.
