Malden officials say Frisco Park splash pad delayed; street paving pushed to August

City Administrator and Utility Director Ivone Smith reported July 21 that the Frisco Park splash pad project will not be completed in 2025 because the city has experienced delays securing a contractor. Smith said the grant for the splash pad is a reimbursement grant, so the city will not receive grant funds until costs are incurred.
She also said recent weather has delayed the street-paving project; the contractor expects to begin work the first week of August and city crews will grade alleys in preparation. Smith and DED/Airport Director David Blalock are scheduled to attend the MIRMA conference July 22-25 and will be reachable by phone or email while away.
Administrator Smith said she and City Attorney Jonce Chidister contacted DAEOC's attorney regarding a separate request for the city to assist in applying for a grant to rehabilitate the old Brave Center into a technical school; she said she had not received a substantive response and would update the council if DAEOC moves forward.
Why it matters: delays in capital projects and grant timing affect neighborhood amenities and municipal scheduling; the reimbursement nature of the splash-pad grant means the city must front expenditures before receiving funds.
