Black Hawk County supervisors approve $8.97 million in transfers, several contracts and authorize civil lawsuit

The Black Hawk County Board of Supervisors on June 2 unanimously approved interfund journal entries that move $8,967,082 between county funds, ratified several contracts and authorized filing a civil suit to recover an alleged unauthorized payment.
The transfers approved include $51,250 from E911 Capital to E911 GO Bonds, $8,100,000 from General Supplemental to General Basic and $815,832 to Capital Improvements. Supervisor Tavis Hall moved the transfers and Supervisor Justin Brandt seconded; the motion carried on a unanimous vote.
The board also approved a three-year cost allocation services contract with Cost Advisory Services, Inc., at $9,800 per annual allocation plan and approved participation in the Iowa State Association of Counties HIPAA program at an annual cost of $1,750, as recommended by Auditor Karen Showalter and HR Director Amanda Fesenmeyer.
The board approved renewal of the county’s self-funded healthcare reinsurance arrangement with Wellmark, which reflects a 5.86% rate increase effective July 1, 2026, and authorized an agreement with the State of Iowa Judicial Branch for reimbursement to a Judicial Hospitalization Referee for services through June 30, 2027, in an amount not to exceed $17,989.14 (a 2.6% increase).
For road maintenance, the board awarded Project L-7527 (seal coating in various county locations) to the lowest responsible bidder, Blacktop Services of Humboldt, Iowa, for $164,196. The County Engineer’s estimate had been $206,492.
The board approved creating a new Rural Supplemental Fund in the county accounting system to record revenue and expenditures tied to the Rural Supplemental Levy. It also authorized a civil suit to be filed in Cerro Gordo County against File Savers Data Recovery to seek recovery of an alleged unauthorized payment and related litigation costs.
Administrative approvals on the consent agenda included a personnel requisition for a full-time Office Specialist (replacement), an out-of-state travel request for IT Director Al Yu to attend the MS-ISAC Annual Summit in Orlando (estimated $678.90), and the reappointment of Joy Briscoe to the Veterans Affairs Commission for a three-year term effective June 30, 2026. The board appointed Bob Boeck to the Black Hawk County Conservation Board to fill a term ending Dec. 31, 2026.
