The Clackamas County Board of Commissioners on June 4 approved boundary change proposal 2026‑002 to annex a property at 11060 Southeast 172nd Avenue in Happy Valley into the Sunrise Water Authority. Assistant county counsel Jeff Muns told the board the annexation would allow the petitioner to replace a private well with public water service and support a proposed 50–60 unit residential development.
"This is annexation to the Sunrise Water Authority of a property in Happy Valley at 11060 Southeast 172nd Avenue," Jeff Muns said during his presentation, noting the site is currently developed as a residence and that county staff found the proposal consistent with the comprehensive plan and applicable state and metro code. Muns said required notices were sent and staff had received no objections.
After opening and quickly closing the public hearing with no public testimony, the board moved to approve the boundary change. Commissioner Helm moved the motion; Commissioner Schrader seconded. The clerk recorded a unanimous 5–0 vote in favor.
Why it matters: annexation to a water district is a necessary step for developments that will rely on public water supply rather than private wells. The county's written recommendation and the unanimous vote signal that staff-level code and notice requirements were satisfied and that, per the application, the developer intends to proceed with a mid‑scale residential project.
What happens next: approval of the annexation allows the property owner to access Sunrise Water Authority services as proposed; additional land‑use approvals and permits will be required for the 50–60 unit development, and the petitioner remains responsible for meeting all development conditions required by county and metro regulations.
