City staff explained financing will rely primarily on the Connecticut Clean Water program: an 80% loan and 20% grant mix, with the loan at approximately 2% interest amortized over 20 years. Staff also noted approximately $1.9 million in congressional funding has been used for planning and design to date and that any leftover planning funds would be rolled into construction costs.
Council members had no substantive changes to the proposal; the resolution passed by voice vote.
