DWR announces new WMA access rule, mule deer working group meeting and proposed trap restriction

Utah Division of Wildlife Resources told the Emery County Public Lands Council it will hold a Mule Deer Working Group meeting May 14 and plans regulatory changes including restricting public use of lethal cougar traps and new WMA access rules requiring a hunting or fishing license (or free permit) in Emery County beginning July 1, 2028.
A representative of the Utah Division of Wildlife Resources updated the Emery County Public Lands Council on May 5 about wildlife-management actions affecting Emery County.
The DWR speaker said the Mule Deer Working Group will meet May 14, 2026, in Price, including a field tour and inter-agency collaboration. The agency also described work to relocate road access at Fuller Bottom Wildlife Management Area to move routes away from the river bottom to better protect habitat.
On regulatory matters, the speaker said DWR is proposing to restrict public use of lethal traps for cougar harvest and is planning new access requirements for Wildlife Management Areas that would require either a hunting or fishing license or a free access permit. The speaker said Emery County implementation is scheduled for July 1, 2028.
The council did not take a formal vote on the regulatory proposals at the meeting; the DWR representative encouraged local engagement in upcoming rulemaking and interagency coordination on access changes and habitat protection.
