Essex DRB approves Little Ones University expansion; members voice traffic safety concerns on Route 15

The Essex Development Review Board voted 5–0 June 4 to approve a site-plan amendment that removes three parking spaces at 71 Center Road so Little Ones University can expand its outdoor play area and increase licensed capacity to 45 children.
Staff said the change responds to state rules that require a minimum ratio of outdoor space per child. Owner and director Carol Jacques told the board that the expanded area would remain paved for trikes and other play equipment and that the center plans to replace an existing wooden fence with white vinyl.
Members probed safety along the adjacent Route 15, where several said traffic has increased since earlier approvals and that additional turning movements at drop-off/pick-up times could raise hazards. "I am a little concerned just because I live down the street, and that is just a high-accident area," a board member said, noting frequent collisions near that stretch.
Staff and a public-works representative confirmed they reviewed sight lines and recommended relocating an ADA parking stall so it provides a flat loading aisle adjacent to the daycare. The board accepted that approach and approved the site-plan amendment. The board also suggested the planning commission consider a broader traffic study for the corridor because Route 15 is a state road with regional implications.
The approval is conditional on standard administrative requirements; staff will issue written findings and any necessary follow-up inspections.
