A commissioner recused from the item before discussion. James McKnight, representing Fortis McKnight on behalf of Chase Bank, told commissioners that interior sightlines and foliage in the adjacent H‑E‑B parking area make it difficult for some patrons to identify the bank from the interior lot and that a larger south-facing secondary sign is necessary to communicate the bank's presence. McKnight said the applicant would remove the existing vinyl window sign if the larger south elevation sign is approved and that lighting would comply with the city's dark‑sky requirements.
Commissioners reviewed prior compromises on sign placement and questioned whether increasing the primary sign could be an alternative; McKnight said the total allowed signage area would be comparable if the sign were split between facades. After discussion, a commissioner moved to recommend approval to City Council and the motion passed.
The commission directed that removal of the vinyl sign be part of the approval conditions.
The item will proceed to City Council for final action.
