At its June 25 meeting, the River Ridge Community Development District Board of Supervisors adopted Resolution 2024‑05 to amend the use of proceeds from its Improvement Revenue Note, Series 2024, and approved an MRI Construction, Inc. estimate of $173,367.78 for dry retention flow‑way ditch cleaning adjacent to River Course Holes 6 through 8.
District Manager Chuck Adams presented the proposed amendment to the loan agreement and said loan proceeds will cover the drainage projects as part of the original scope and that staff had added the irrigation project with a 10% contingency. District Engineer Charlie Krebs presented the MRI estimate and answered questions on scope, debris removal, weirs and control structures.
On motions carried "with all in favor," the board: adopted Resolution 2024‑05 (motion by Kurt Blumenthal, second by Terry Mountford), approved the MRI Construction estimate (motion by Kurt Blumenthal, second by Robert Twombly), and approved other routine items including amended minutes of the May 28 meeting and a recommendation to refer homeowners who removed littorals from Lake E4‑C to the Fining Committee for review.
Votes at a glance: • Authorize Bob Schultz’s remote attendance and participation — motion by Terry Mountford, second Jim Gilman; outcome: approved (all in favor). • Adopt Resolution 2024‑05 (amend Series 2024 note use) — motion by Kurt Blumenthal, second Terry Mountford; outcome: adopted (all in favor). • Approve MRI Construction estimate for ditch cleaning, $173,367.78 — motion by Kurt Blumenthal, second Robert Twombly; outcome: approved (all in favor). • Approve May 28, 2024 Regular Meeting Minutes as amended — motion by Kurt Blumenthal, second Robert Twombly; outcome: approved (all in favor). • Recommend Fining Committee review homeowners who removed littorals — motion by Kurt Blumenthal, second Robert Twombly; outcome: approved (all in favor).
Why it matters: The resolution and the MRI approval allocate borrowed funds toward drainage projects and short‑term remediation work; district staff indicated the loan proceeds are intended to cover the drainage work within the Series 2024 project scope. A separate proposal for a new well (revised McCullers estimate of $277,550) was discussed but deferred for future consideration.
What happens next: Staff will proceed with the contracted ditch‑cleaning work and move forward on easement documentation and design work where needed; the board will review budget and project timing at future meetings.
