Jaffrey ZBA approves homeowner setback variance for addition at 19 South Shore Drive

At its March 3, 2026 meeting the Town of Jaffrey Zoning Board of Adjustment granted a variance that reduces the side setback at 19 South Shore Drive from 30 feet to 10 feet to permit an addition that includes a garage, basement, master bedroom, bathroom and mudroom.
Owner Liza Hill presented the application and said the lot's narrow configuration and the position of the existing septic system behind the house made the proposed location the least impactful option. The board found the application met the five statutory variance criteria.
Chair Walter Batchelder noted that if the addition included a fourth bedroom the applicant would need to provide an approved New Hampshire Department of Environmental Services (NHDES) septic system plan (often called a "shelf plan") as a condition of approval. The board's motion approving the reduced setback (motion by Carl Jevne, seconded by Marc Tieger) included a condition precedent requiring the applicant to submit an approved NHDES shelf plan prior to issuance of a building permit. The vote was recorded as 4-0-0.
The variance allows the property owner to pursue building permits consistent with the condition; the ZBA noted no regional impact and no abutters spoke for or against the request during the hearing.
