Calhoun County supervisors approve routine business, hold two closed sessions and hear FY 2025-26 budget requests

The Calhoun County Board of Supervisors met Jan. 7 at the Calhoun County Courthouse in Rockwell City and approved routine business, conducted two closed sessions and received budget requests for fiscal year 2025–26 from multiple county offices.
Dave George, chairman of the Calhoun County Board of Supervisors, presided over the meeting that opened with the Pledge of Allegiance. Scott Jacobs moved and Cory Ridgely seconded approval of the meeting agenda; the motion carried with all members voting aye.
The board approved the minutes of its previous meeting on a motion by Ridgely seconded by Jacobs. No members of the public were present for the public comment period.
Nick Buse, Calhoun/Sac County engineer, provided department updates and an update on the county landfill. Mike Moeller, assistant to the engineer and listed as safety officer and zoning and flood plain administrator, was present for the engineering report.
At 9:30 a.m. the board entered closed session under Iowa Code 21.5(c) to discuss litigation strategy; the motion to convene closed session was made by Jacobs and seconded by Ridgely and was recorded with ayes from all members. The board returned to open session at 10:00 a.m.; following that closed session the board, on a motion by Ridgely and seconded by Jacobs, determined that no further action was required.
Immediately prior to the county attorney’s office budget discussion the board entered a second closed session at 10:03 a.m. to address law-enforcement-related matters under Iowa Code 21.5(1)(g) and (h); the board reconvened at 10:18 a.m.
Ben Smith, Sac/Calhoun County attorney, presented FY 2025–26 budget requests covering the county attorney’s office, the clerk of courts, district court and correctional services. Mental health advocate Sandy Sweeney-Pamperin discussed changes to the regional mental health structure and how those changes could affect the county’s FY 2025–26 budget request. Bruce Musgrave, the county EMS director, presented monthly and yearly department reports. Robin D. Batz, county auditor, presented budget requests for non-departmental accounts, the county care facility and mental health.
The board noted that drainage claims will be on the Jan. 14 agenda as a joint call with Webster County. On a motion by Ridgely seconded by Jacobs the board approved the fourth-quarter report for the Commission of Veterans Affairs and reviewed Assessor Joan Wagner’s timesheet for Oct. 1–Dec. 31, 2024.
The board named James Heiliger as Calhoun County’s public information officer on a motion by Jacobs seconded by Ridgely. The supervisors also approved a policy change for meeting expenses and reimbursements on a motion by Ridgely seconded by Jacobs.
The meeting adjourned with the board setting its next regular meeting for Jan. 14, 2025, at 9:00 a.m.
