Taylor council authorizes chip-seal work on east-side roads using piggyback contract with VSS International

The Taylor Town Council voted unanimously on Aug. 7 to authorize a contract with VSS International to perform chip-seal coating on multiple roads on the east side of town. Council Member April Williams moved to authorize the contract; Council Member Kris Neff seconded and the motion passed unanimously.
Town Manager Gus Lundberg said the town is using a piggyback option on a city of Tucson contract with VSS International to obtain pricing and terms without a separate solicitation. Streets Supervisor Richard Troutman described the pavement-preservation plan: crews have been crack-sealing and patching, intersections were rebuilt in past years, and the next step is chip sealing (about 371,000 square feet) followed by fog sealing to extend pavement life.
Lundberg said the work fits within the town’s current road-maintenance budget and that the contractor may combine Taylor work with other regional jobs this fall, which informed pricing and mobilization. Council did not specify a final dollar amount at the meeting and authorized the manager to finalize the contract within budgeted limits.
Troutman said the chip-seal/fog-seal sequence is intended to restore streets that are disintegrated in places, and the town will consider additional streets in spring depending on budget and winter conditions.
The council’s authorization allows staff to execute the VSS International contract and schedule the work; the council recorded unanimous approval.
