Finance committee recommends CPC-backed Chapman Field upgrades after asking for clearer license terms

The Town of Dennis Finance Committee voted unanimously to recommend a Community Preservation Committee (CPC) grant to upgrade Chapman Field, a baseball and senior-softball facility, but members pressed for clearer license and budget details before town meeting.

The committee discussed a CPC application that would fund fencing, equipment and field restoration at Chapman Field. Chair (S1) opened the discussion and asked CPC and applicant representatives to explain the request. A staff member (S2) said applicants provided a broad budget and that CPC trimmed the request to fit available funds; S2 also noted that invoices submitted for CPC-funded work are reviewed by town staff before payment.

Committee members repeatedly said they wanted vendor estimates and a more precise scope. “If I'm going to recommend something to the taxpayers, I should know where their funds are going,” S3 said, asking that the applicant supply supplier estimates rather than a high-level total. S11 (staff) added that applicants had submitted full applications by email after the previous meeting but that the summary and agreement were provided that night as backup.

Members also raised concerns about exclusivity and assignment language in the license. S6 read an assignment clause that appeared to bar transfer or subletting, and S7 said that restriction could prevent legitimate shared use: “That reads the only people who can utilize the field is gonna be the Babe Ruth League, and they can't transfer the usage to anybody else.” Several members asked that the town retain the right to request use for special events and that any subletting include a town release of liability.

Recreation staff (S9) explained that Chapman Field requires a roughly 300-foot outfield fence to host Babe Ruth–level tournaments; the other two Wixson School fields are already fenced. S9 said the senior-softball group and Little League had coordinated to present a joint application and that the groups had discussed a multi-year lease to justify the investment.

After discussion, S5 moved that the finance committee recommend the article as presented and the motion passed unanimously.

The committee asked staff to request contractor estimates and to clarify license language about assignment, liability and town use before the special town meeting so members can be confident about the scope and budget.
