Chubbuck council unanimously adopts annexation ordinance, approves final plat and awards $67,405 ramp contract

The Chubbuck City Council on June 3 adopted Ordinance 888 to annex roughly 3 acres at the southwest corner of Philbin Road and Decker Drive and assign initial residential R-2 zoning, approved the final plat for the Mingo Shops development with conditions, and authorized a $67,405 contract for pedestrian-ramp work.

Mayor (speaker S2) opened the meeting and the council unanimously approved waiving three readings and adopting Ordinance 888, which staff described as a companion annexation-and-zoning package. "The comp plan future land use map designates this for mixed use," counsel Mr. Matson said, and the land-use and development commission recommended approval after a public hearing. A motion to adopt the ordinance passed on roll-call votes with all members voting yes.

The council also approved the final plat for Mingo Shops. Stewart Ward, representing the applicant, said the final plat matched the preliminary plan. "The final plat for Mingo Shops has been reviewed by staff and meets Titles 16, 17, and 18. Staff recommends approval," Sean Harris, development services manager, told the council, while noting approval was conditioned on finalized construction plans and execution of a development agreement. Councilors approved the plat with the recommended conditions; staff said any unresolved construction-plan disagreements would be returned to the council.

Public Works staff asked the council to authorize a contract to replace selected pedestrian ramps to meet ADA requirements tied to this year’s paving work. "The low bid is from Deco Concrete for $67,405, which was below our estimate," Public Works (Bridal Morrison) said. Staff said the work was budgeted from the street pavement maintenance budget. A council member noted city crews were handling 23 simpler ramps in-house, which reduced per-ramp costs for those locations; staff replied city crews are not full concrete crews and contractor work would be inspected. The council authorized the mayor to enter the contract with Deco Concrete for $67,405.

The council approved the city’s list of fireworks-permit applications for 2026, with the approvals conditioned on final inspection by the fire department. It also approved two alcohol-license transfers: a transfer for the Maverick Group (an ownership-name change) contingent on meeting state, county and city requirements and final inspection, and a transfer for Fuji Steakhouse conditioned on the business occupying its new premises at 220 Bullock Street.

Council approved the city claims for the meeting date and adjourned. No public testimony in opposition to the major agenda items was recorded in the meeting transcript.
