Board seeks PECO action on Hollow Road debris and asks neighboring township to review signal timing

Supervisors asked staff to press PECO to remove wood and debris left by Asplundh after vegetation work on Hollow Road and agreed to contact East Whiteland Township about adjusting the Route 29/General Warren Blvd. signal timing to ease left-turning traffic.
Supervisor Charles A. Philips asked the Board for an update on wood and debris left along Hollow Road after Asplundh performed vegetation work for PECO. Manager Chris Heleniak told the Board that PECO treats removal differently for capital projects versus routine vegetation management and that PECO's local representative said they do not remove wood debris for routine operations. Residents and contractors have removed some larger pieces; staff will contact PECO's local representative again to explore options.
Resident Greg Nesspor reported Asplundh picked up larger pieces, and resident Dan Walker described coordination by Davey Tree Service to remove certain wood from private property; staff noted that if work is outside the right-of-way a property-owner permission form is required.
In a separate item, Supervisor Philips asked whether the signal timing at Route 29 (Morehall Road) and General Warren Blvd. could be adjusted because left turns from General Warren onto Route 29 sometimes do not get a green phase. Manager Heleniak will contact East Whiteland Township about possible timing changes.
Next steps: staff to contact PECO and the Township's PECO representative for follow-up on wood removal options and to contact East Whiteland Township regarding signal timing.
