Mount Arlington reorganizes: Delaney named council president, Ryan Sherburne sworn in as police chief; 2026 resolutions approved

The Borough of Mount Arlington held its 2026 reorganization meeting on Jan. 6, electing Council President Jack Delaney, swearing in Police Chief Ryan Sherburne and approving the borough's annual slate of administrative resolutions and appointments.
Councilman Andrew Cangiano nominated Jack Delaney for council president; Councilman Dave BaRoss seconded the nomination and the council voted unanimously to approve Delaney. The council then adopted Resolution 2026-01 appointing Officer-in-Charge Sergeant Ryan Sherburne as Chief of Police. Mayor Michael Stanzilis administered the oath to Chief Sherburne following the council vote.
Councilmembers then approved a series of routine 2026 resolutions and administrative actions, including designating official newspapers (2026-02), authorizing petty cash (2026-03), adopting a cash management plan (2026-04), authorizing signatures on borough checks (2026-05), and affirming a civil rights policy that applies to officials, employees, volunteers and members of the public (2026-06). Other measures approved included authority for the assessor or borough attorney to file tax appeals (2026-10); appointment of a health benefits consultant (2026-11; pursuant to N.J.S.A. 40A:11-5(1)(m)); designation of Morris County Joint Insurance Fund representatives (2026-12); an annual stipend for Police Chief Sherburne (2026-13); adoption of the tort-claims filing form required under the New Jersey Tort Claims Act, N.J.S.A. 59:8-6 (2026-14); and support for the Lake Hopatcong Commission (2026-15).
Council also endorsed participation in the Volunteer Tuition Credit Program (P.L. 1998, C. 145), authorized professional-services and consulting agreements (including a 2026 consulting services agreement with Kroll, LLC), approved temporary appropriations for operations, and authorized continued disclosure and municipal-advisory services (Phoenix Advisors, LLC). The council set its 2026 meeting dates, approved contributions to the Morris County Adaptive Recreation Program and endorsed the Sustainable Land Use Pledge.
