Board approves clerk position reclassification, 2% election worker bonuses, hydrant-meter ordinance advertisement and closed-session settlement

Tristana Treadway, Clerk of the Circuit Court, asked the board to reclassify an existing county-funded Deputy Clerk III to a Deputy Clerk IV (Criminal Court Clerk & Executive Assistant) to carry out the responsibilities of recently enacted sealing legislation. Treadway said the county will receive approximately $51,509 from the Compensation Board to reimburse the new Deputy Clerk IV position; the net county cost of the reclassification was $2,898.30. The board approved the position upgrade and amended position description by a 5-0 vote.
County Administrator Eric M. Dahl noted that the 2026 General Assembly authorized a one-time 2% bonus for general registrars and electoral board members. The board approved a supplemental appropriation of $2,213.68 to cover four positions and authorized the bonuses as provided by state guidance.
County Attorney Dan Whitten presented a proposed amendment to §21-2-13 and Chapter 21 Appendix A of the County Code to require a hydrant meter permit and clarify bulk water sale processes, fees, deposits and equipment responsibilities. The board voted to advertise a public hearing on June 17, 2026 to consider the ordinance amendment.
Under the consent agenda the board approved several administrative items including audit services, a fire truck purchase agreement and FCPS grant supplemental appropriations. Later in the meeting the board went into a closed session under Va. Code §2.2-3711(A.1 & A.8). After returning to open session the board approved a 20% above-minimum salary for a Deputy Clerk III — Jury Management Coordinator and approved a settlement agreement with Chad Burrus, with funding to come from the Sheriff’s budget; both post-closed-session actions passed 5-0.
