Dominion proffer of ~$47M to fund Fork Union water upgrades; county begins survey work

Bobby Popowicz, Fluvanna County Director of Public Utilities, told the Board of Supervisors on May 20 that Dominion Energy, as part of approvals for a lined sanitary landfill adjacent to the former Bremo Power Station, proffered approximately $47 million to fund upgrades to the Fork Union Sanitary District (FUSD).
Popowicz said proffered funds would be used for a new water treatment plant and roughly 11 miles of water line. The planned treatment plant will have a treatment capacity of 750,000 gallons per day; Popowicz said the current maximum capacity of the Fork Union system is 370,000 gallons per day. County staff said Dewberry was hired in August 2025 to design and engineer the project and that survey crews are conducting on-site corridor surveys and VDOT right-of-way reviews. The survey work is intended to identify conflicts with existing utilities and determine where easements may be required; the county said the work should be minimally disruptive and that survey stakes or markings may be encountered.
Officials emphasized the proffer responds to potential groundwater impacts within approximately a 1.5-mile radius of the former power station, which could affect FUSD wells and private wells. The presentation described the survey corridor as a 50-foot swath from the roadway centerline on each side (a total 100-foot corridor) to check for conflicts and potential easement needs.
County staff did not present a construction schedule or final cost estimates at the May 20 meeting. Board members asked clarifying questions but took no separate vote on the design phase at this session.
