Polk County commissioners approve routine contracts, bids and insurance renewal; special-use permit denied

Polk County commissioners cleared a slate of routine business at their April 28 meeting, approving procurement and contract actions, selecting a county auditor and renewing employee health coverage.
The board unanimously approved Z26-05, a rezoning request from JMJP Home represented by John Powell to reclassify 4.278 acres on Wieuca Way in Cedartown from R-4 to R-1. Commissioner Michael Gravett moved to approve and Commissioner Linda Liles seconded.
Commissioner John Paschal moved to deny SU26-01, a special-use permit for an event venue at 1195 Grady Road in Rockmart (SME Properties LLC); Commissioner Michael Gravett seconded and the board voted unanimously to deny the request. That item had been tabled since March 31, 2026.
The board approved purchase and installation of five insulated 14x14 full-view fire bay doors for the Esom Hill Fire Station from R+R Builders & Construction, LLC for $75,500; administration noted the next lowest bid was $115,000 from Preferred Custom Doors. Commissioner Michael Gravett moved to approve; Commissioner Linda Liles seconded.
Mauldin & Jenkins was approved as Polk County’s official governmental auditing firm through FY28 after a single other firm (CKH) submitted a bid; the board approved the selection unanimously on a motion by Commissioner John Paschal and a second from Commissioner David McElwee.
The board authorized surplus of various vehicles and property to be sold via GovDeals or sealed bid, approved a grant application to the Georgia Department of Transportation for additional Local Road Assistance funding to replace failing culverts (no county match), and awarded a $335,682.18 paving contract to Northwest Georgia Paving, Inc. for roads in the Sunset Valley Subdivision. Commissioner Linda Liles moved to approve the paving contract and Commissioner John Paschal seconded.
Administration recommended renewing the county’s employee health-insurance plan with Cigna for FY2027. After negotiation, the county secured a proposal with a 1.7% increase while maintaining most current benefits (changes noted for urgent-care copays and some upper-tier medication copays); the recommendation reduces plan options from three to two under a level-funding arrangement. Commissioner David McElwee moved to approve the renewal; Commissioner Linda Liles seconded and the motion passed unanimously.
County Manager Matt Denton reviewed the May 2026 finance report (revenues at 87.6% and expenses at 82.4%) and asked commissioners to consider May dates for upcoming budget hearings. The meeting concluded with brief commissioner remarks and adjournment by Chairman Chuck Thaxton.
