Mayfield council weighs raising minimum acreage and tightening water-surrender language in annexation ordinance

Councilors at the June 3 work meeting discussed proposed edits to the draft annexation ordinance intended to ensure town benefit from annexations.
Staff said the draft needs two changes: (1) include a minimum acreage threshold so annexations are substantial enough to benefit Mayfield, and (2) change verbiage from "make available" to require that applicants surrender water rights to the town for each quarter acre. "The town has to gain a big benefit, in my opinion, for us to do an annexation," the Chair said, noting an example in which Burrows is bringing in a small number of acres that provides little benefit to the town.
Council members offered different minimums in discussion (examples mentioned ranged from five to 20 acres), suggested mechanisms such as requiring adjoining parcels to be annexed together, and agreed to revisit the text in another work meeting with suggested minimums and clarified water-surrender language. No ordinance was adopted at the meeting; staff will bring draft language back for review.
