Meeting roundup: Monroe County approves cybersecurity testing, bridge ratification, right-of-way vacation and multiple grants

The Monroe County Board of Commissioners on June 4 handled a packed agenda of procurement items, grants and ordinance amendments, approving several contracts and funding items unanimously (voice votes recorded 2-0) and taking public comment on a right-of-way vacation and other items.
Major approvals and amounts: county staff opened four bids for the Highway parking lot and maintenance yard and will return recommendations at the next meeting. The board approved a three-year penetration testing contract with Hoplite (about $30,000 per year; contract total $90,750) to perform deep penetration tests and monthly retesting of remediations. The county also approved professional services through SHI Corporation (partnering with Lucidia IT) at $20,241.32 for replacement and cutover of end-of-life core network switches; IT staff said the work will be performed on a weekend to minimize service disruption.
Infrastructure and change orders: the board ratified an INDOT agreement for Baby Creek Road bridge #629 replacement in the amount of $1,689,600, a ratification the county said was required to align with INDOT fiscal-year timing. The board also approved Change Order #6 for the Vernal Pike / Sunrise Parkway extension in the amount of $148,481.69 to close out final items such as backfill, additional asphalt, delineators and sidewalk sections.
Other contracts, grants and local projects: the board approved a service agreement with Graver Post Buildings Inc. for repairs at Will Duttmer Park, approved an annual recreational-use certification for the Monroe County Nature Reserve (which triggers a trustee donation calculation), and ratified the Juvenile Detention Alternatives Initiative (JDAI) grant for $80,000 (about $60,800 directed to local programming). The board approved a public-health preparedness grant amendment for $25,000 and a TRAC funding request to purchase 75 bleeding-control kits ($5,399.25). Parks also amended an MOU with Cutter's Soccer Club to move a missed payment to November 15, 2028; the total donor contribution remains $60,000 for turf replacement.
Technology and program notes: the board approved an MOU allowing up to two automated kiosks (breathalyzer and client check-in functions) through Precision Kiosk Technologies; the motion was amended so final approval is contingent on Technology Services Department (TSD) sign-off. IT staff described the need to replace aging core switches and emphasized coordination with the sheriff, jail and youth shelter to schedule cutovers.
