The Bettendorf Police Department accepted accreditation from the Iowa Law Enforcement Accreditation Program (ILEAP) during the City Council meeting on June 2, 2026. Mike Vannum, director of ILEAP, told council members that accreditation is an "independent validation" showing the department meets professional standards and supports continued improvement.
The recognition, presented to Mayor Robert Gallagher and council members, highlighted that accreditation formalizes management procedures, strengthens public trust and reduces risk and liability for the agency. "It's more than a certificate," Vannum said, adding that the process "reflects deep commitment to professionalism, transparency, and continuous improvement." The mayor and other speakers singled out Sergeant Matt Boyer for leading the department's work to meet standards.
Council members and attendees applauded the department’s work. An unidentified city representative noted officers and staff helped "rebuild policies" and bring the department into best practices. The presentation included remarks thanking retired Chief Venema for his prior service and welcoming the department’s continued emphasis on updating policies and procedures.
The accreditation does not itself create new local law or budgets; Vannum described it as a review confirming the department’s written directives and processes meet ILEAP standards and offering a framework for ongoing evaluation. Mayor Gallagher closed the recognition by congratulating the department and thanking staff for their efforts.
The council proceeded with the meeting’s business after the accreditation presentation.
