Captain Justin Bowman details community-policing priorities and previews new 2nd Precinct facility

Captain Justin Bowman, commanding officer of the 2nd Precinct in South Norfolk, said the precinct will continue a community-focused policing approach and that a new precinct facility is expected to be completed in 2028. "We're extremely excited here at the 2nd Precinct to move into this new precinct," Bowman said.
Bowman said the precinct prioritizes building relationships with residents and addressing problems early to prevent escalation. "We put a lot lot of emphasis on building relationships with residents, addressing problems before they grow into larger issues, and using proactive enforcement to keep crime down," he said, describing problem-solving policing and visible patrols as central tactics.
The captain framed the new facility as an opportunity to shape expectations and culture among officers. He said establishing tone and a positive working relationship with the community will help "make South Norfolk ... a great place to live." Bowman also highlighted South Norfolk's historic character and active civic leagues as strengths the precinct plans to build on.
On access and outreach, Bowman said he and his officers are approachable and urged residents to contact the precinct. "We're open 24 7, so please come, you know, build these relationships with us," he said.
Bowman closed by reiterating his aim that South Norfolk remain a place residents are proud to call home. No formal motions, votes, or policy changes were announced during the remarks; the comments were presented as an introduction to the captain's priorities and to the precinct's upcoming relocation.
