Staff also proposed exploring a 501(c)(3) affiliated with the theater to widen fundraising outside the city while maintaining council oversight.
Next steps: council asked staff to return with draft criteria for donations and to finalize the enterprise fund setup and seed allocation. No formal long‑term commitment was adopted for the wreaths at the workshop.
