Hurricane flags multi‑million substation projects, may seek bonds

Council and power staff discussed sequencing, grant offsets (one project includes a grant portion) and the need to run analytics to determine how much could be paid from impact fees versus bonded proceeds.
Staff recommended placing the large substation projects into bond planning and returning with financial analysis and phasing options; no final decision or formal bonding authorization occurred at the workshop.
Next steps: staff will run bond-versus-paygo analyses, identify grant opportunities and return with recommended financing and phasing for council consideration.
