Smyth County Planning Commission approves agenda and minutes; staff reports dismissed campground case and schedules hearing on truck-stop suit

The Smyth County Planning Commission met Nov. 20, 2025, at the Smyth County Office Building and unanimously approved the meeting agenda and the minutes from the Sept. 25 meeting. Chair Hazel Wagoner presided and David C. Buchanan Jr. moved to approve the agenda; Graham Davidson Jr. seconded. Davidson later moved to approve the Sept. 25 minutes; Buchanan seconded both motions, which passed without recorded opposition.
Zoning Administrator Becca Creasy updated the commission on pending litigation. Creasy said the campground case "has been dismissed," while noting the appellants retain the option to appeal to a higher court. She also reported that two plaintiffs in a separate truck-stop case have relocated and that a hearing to dismiss that case is scheduled for Nov. 21.
Creasy added that she has received a special-use permit application for an outdoor shooting range and that the application will be placed on the December agenda for consideration. She informed the commission that the December meeting date had been changed from Dec. 18 to Dec. 11.
The minutes record there were no citizens present for the public-comment portion and that commissioners had no questions or comments in response to the staff update. With no further business, Wagoner adjourned the meeting; the minutes list the adjournment time as approximately 5:10 p.m.
The minutes header lists the meeting time as 5:00 p.m., but the call-to-order is recorded in the body of the minutes as 6:00 p.m.; the minutes also include a clerk's note that some votes appear out of order. The commission's next steps will include placing the outdoor-shooting-range special-use permit on the December agenda for review.
