Norton Shores council approves 30-year Renaissance Zone, PILOT for La Colombe expansion

Norton Shores — The Norton Shores City Council on May 26 unanimously approved establishing a Renaissance Zone and authorizing a payment-in-lieu-of-taxes (PILOT) agreement to support La Colombe’s planned expansion.
Council Member Jurkas moved to create the Renaissance Zone covering the parcels described in the application for a 30-year term starting Jan. 1, 2027 and ending Dec. 31, 2056, and to authorize the City Administrator to submit an application to the Michigan Strategic Fund. The motion also authorized the mayor to execute the Renaissance Zone application and the appropriate PILOT agreement, subject to review and approval by the City Attorney and the City Administrator. Council Member Fisher seconded the motion; it carried unanimously.
The action empowers city staff to pursue tax-incentive status for the La Colombe project through the Michigan Strategic Fund and to finalize contractual PILOT terms. The council recorded Mayor Nelund and Council Members Fisher, Fox, Halloran, Jurkas, Kasher and Sowa as present for the vote; Council Members Hylland and Olson were absent.
Several local business and government representatives spoke during the public comment period. Trevor Friedeberg of Greater Muskegon Economic Development, Bill Cooper of Chobani, and Rachel Gorman of the Muskegon Lakeshore Chamber of Commerce were among those who addressed the council; Mark Eisenbarth, Muskegon County Administrator, Roger Morgenstern (resident, 4881 Yorkshire Drive), and Darryl Todd of the Michigan Economic Development Corporation also made comments that were entered into the record.
Mayor Nelund reminded council members of the La Colombe expansion groundbreaking scheduled for next Tuesday and asked members to RSVP by email. City Administrator Anthony Chandler thanked the council for its support of the Renaissance Zone and the PILOT authorization. The meeting adjourned at 5:59 p.m.
Next steps: city staff will submit the Renaissance Zone application to the Michigan Strategic Fund and pursue execution of the PILOT agreement after the City Attorney and City Administrator complete their reviews.
