The Hidden Valley Lake Community Services District’s Finance Committee on April 8, 2026, recommended approval of a $49,500 energy consulting proposal from TerreVerde and asked the Board to consider the final agreement. The FLASHES Project Committee on April 9, 2026, reviewed the same proposal and recommended it proceed to the Board after a final review by Keys & Fox.
Staff presented the TerreVerde proposal as a scope of energy-planning and consulting services intended to support microgrid and operational resiliency work. The Finance Committee discussed expected benefits and budget implications; committee members recommended the contract be forwarded to the Board for final action. The proposal amount in the packet is $49,500.
At the FLASHES Project Committee meeting, staff also provided an update on the Microgrid Incentive Grant Program and recommended that General Manager Paul Kelley be authorized to present the grant documents to the full Board at its May meeting. TerreVerde consultants Al Chehrehsaz and Tony Pastore attended the FLASHES meeting and answered committee questions about timelines, scope and how the consulting work would support District operations.
Next steps: staff will arrange the final legal review by Keys & Fox and forward the agreement and the Microgrid Incentive Grant package to the Board for consideration at upcoming meetings.
