Brisbane staff present AB 2561 annual report on vacancies, recruitment and retention

Staff reported an average vacancy rate of about 4% in 2025, 17 recruitments completed in 2025 compared with nine in 2024, and an average recruitment time reported at approximately 93 days (staff momentarily clarified the figure during the presentation).
The presentation summarized the city’s recruitment process — hiring department notification to HR, candidate screening, written exams or aptitude tests where used, conditional offers contingent on background/medical screenings, and new‑hire orientation — as well as retention measures including competitive benefits, a self‑funded dental program, tuition reimbursement, wellness initiatives and an employee assistance program. Staff also described succession planning and a new internal mentoring group intended to support knowledge transfer from retiring employees.
Council members asked clarifying questions about succession planning and the timeline for bringing proposals to the council. Council formally moved to receive the information on compliance with AB 2561; the motion carried on voice vote with no recorded opposition.
