The Roseville City Council on June 3 updated its administrative standards to implement provisions of SB 707 and related state law changes, adopting resolution 26‑168.
City Attorney Michelle Sheinberger summarized the most significant changes required by SB 707: starting July 15 the council must allow remote public comment for city council meetings (the city will offer both phone‑in and a two‑way Teams platform), the agenda will list call‑in information and a Teams link, and council staff must maintain a centralized public meeting website with agendas and procedures. Sheinberger said the new law attempts to modernize the Brown Act and expand participation among underrepresented communities.
The changes also remove the second public‑comment period that appears at the end of the agenda (staff said remote comment makes the second period unnecessary), require provision of physical bulletin‑board space for community‑produced translated agendas (the city is not required to verify translations), and mandate that newly elected or appointed officials receive a copy of the Brown Act.
Sheinberger explained staff will adopt a disruption policy so that if remote service is lost the mayor will announce the disruption, recess for up to one hour while staff attempts to restore service, and then the council may continue only after making findings that good‑faith restoration efforts were made and that the public interest in continuing the meeting outweighs the interest in remote access.
Councilmembers asked staff to clarify whether an off‑site workshop could offer a phone line and suggested a separate phone‑in option that isn't dependent on Teams. Staff said Teams supports a phone‑audio option and that further work will determine practical off‑site arrangements. The council also approved procedural clarifications for boards and commissions (including automatic removal from a board after a 60‑day noncompliance period for Form 700/training) and asked staff to return with details on adding alternates for certain committees.
The council approved the administrative standards update on a unanimous roll call vote; staff will implement the new public meeting website, outreach to non‑English speaking communities and the operations needed to enable remote comment.
