Highland council approves property sale, equipment purchases and a school resource officer agreement

Highland’s City Council approved a slate of routine agenda items during a 35-minute meeting on Nov. 3, 2025, including the sale of a city-owned parcel at Silver Lake North, the purchase of a demonstration ambulance, sole-source equipment purchases, and several procurement waivers.
The council voted unanimously to accept a bid to sell the Silver Lake North property to Charles and Susan Urban and then approved Bill #25-115/Ordinance #3410 authorizing the sale under a conditional real estate contract. City Manager Conrad described the sale as part of managing a larger catch basin on the north end of the lake.
Council members also approved surplus declarations and equipment purchases for the city’s emergency services. The council declared a 2014 AEV ambulance surplus (Bill #25-119/Ordinance #3411) and approved the purchase of a 2024 AEV Trauma Hawk X Series demonstrator ambulance from American Response Vehicles for $406,871 and waived customary bidding (Bill #25-120/Resolution #25-11-3232). Conrad said the demonstrator unit had about 10,000 miles and represented a rare purchasing opportunity. The council likewise declared three Ferno manual-load stretchers surplus (Bill #25-121/Ordinance #3412) and authorized a sole-source purchase of two Ferno power-load stretchers for $142,214.80 (Bill #25-122/Resolution #25-11-3233), waiving customary bidding.
In procurement actions, the council approved a $32,700 preliminary engineering services contract with Curry and Associates Engineers, Inc., for 2026 street resurfacing (Bill #25-117/Resolution #25-11-3230) and a $191,044 construction contract with Joiner Sheet Metal and Roofing procured through the TIPS joint purchasing program, with the council waiving competitive bidding for that contract (Bill #25-118/Resolution #25-11-3231).
Council members also approved routine items including the appointment of Jay Korte to the Police and Fire Commission (term expiring 2027), acceptance of Expenditures Report #1301 for Oct. 18–31, 2025, and moved to publish the estimated tax levy for the statutorily required 30-day public notice prior to a hearing (Bill #25-116/Resolution #25-11-3229). Councilman Napper clarified that the levy publication is a procedural step to set a hearing date and does not adopt the tax levy itself.
All motions recorded in the minutes passed on roll-call votes with Councilmembers Klaus, Sloan, Bellm and Napper voting aye.
