The Public Works Committee on June 4 recommended the City Council place two X Street roundabout items on the June 16 consent calendar: a supplemental agreement number 3 with Tierra Right of Way Services for right‑of‑way work and a construction‑obligation prospectus with the Washington State Department of Transportation to release federal funds.
Brandon Hicks, the city’s transportation and engineering director, said Tierra Right of Way Services acts as the city’s consultant for property acquisitions and negotiations. He told the committee the supplemental agreement increases the consultant’s not‑to‑exceed amount to $226,490 to cover extended negotiation efforts, relocations and other right‑of‑way work. "This is the fourth time you've seen this agreement," Hicks said, noting property acquisition has been complex and that some owners were difficult to contact.
Joe Norman, senior engineer, presented the local agency federal‑aid construction obligation paperwork that would allow release of $2,941,000 in FHWA grant funds administered through the Thurston Regional Planning Council. Norman said the construction estimate is currently about $4.9 million and that total grants for the project to date are approximately $5,373,000; remaining funding would come from transportation and water/sewer CFPs.
Committee members asked about public outreach; staff said ongoing communications and right‑of‑way negotiations have included property owners over several years and that construction communication will be expanded as the project nears construction.
The committee voted to forward the supplemental right‑of‑way agreement and the WSDOT prospectus to the June 16 council agenda with recommendations to approve and authorize the mayor to sign. Council action is expected June 16.
