Carey Duques, the Town of Essex Land Use Official, told the Inland Wetlands and Watercourses Commission that the owner of the Piano Factory property at 158 Main Street recently placed two manufactured homes on the driveway off Cheney Street.
The Fire Marshal issued a cease-and-desist order in response, Duques said, and the manufactured homes were moved behind the factory. Duques reported the relocated units are now within 100 feet of the Falls River, placing them in the flood plain and within the upland review area regulated by the Commission. Duques said she will issue a cease-and-desist order on behalf of the IWWC and that a show-cause hearing will be scheduled within 10 days of issuing the order.
The Commission did not take a formal vote during the report; Duques presented the enforcement status and next steps. The meeting record indicates the action will proceed under the Commission’s enforcement authority and that a show-cause hearing is planned to review compliance and potential enforcement remedies.
