Board extends watershed cover-crop agreement for one year while awaiting TMDL permit

The village approved a one-year extension of its MDV (multi-discharge variance) watershed agreement so the program that helps pay for cover crops on local farmers’ fields can continue while regulators finalize a new permit.
Public works staff explained the program had paid for cover crops under the previous permit, that contract expired this spring, and that uncertainty about an impending total maximum daily load (TMDL) for phosphorus made a short extension prudent so the village will remain in compliance during the transition.
Tom said the extension covers the current year and pays for crops planted in 2027. He told the board the motion is meant only to bridge the village through the regulatory changes while staff examines what the new permit will require.
A trustee moved, another seconded, and the board approved the one-year renewal by voice vote.
