Ross County readies comprehensive plan adoption and seeks grants for active-transportation updates

Planning staff said the county will seek an OVRDC $30,000 grant to update the active transportation plan, tentatively release the comprehensive plan in mid-to-late June, and prepare for planning commission and commissioners’ public hearings this summer.
Planning staff told commissioners the county will apply to the Ohio Valley Regional Development Commission for a $30,000 grant to update its active transportation plan, which was developed in 2020 and is due for a revision.
“We're gonna apply for 30,000 for the active transportation plan update,” the planner said, noting the update would fund walkability audits in villages and other projects identified in the comprehensive plan. The staff member said the county expects to initiate the project on July 1 and will finalize the end date after developing scope with the Build America Bureau within the United States Department of Transportation.
On the comprehensive plan, planning staff said the document is nearly ready for public release pending one outstanding piece (the triangle study). Staff described a tentative schedule of a July planning commission public meeting followed by a commissioners’ public hearing in August; after adoption the plan would be certified to the Ross County recorder and local townships and municipalities.
Commissioners discussed implementation timing, staffing needs to carry out plan work streams, and the possibility of creating a transportation improvement district (TID) with a five-member board to speed high-priority transportation projects.
Planning staff emphasized increased fiscal oversight for ACGP projects and noted county projects should be completed by Oct. 31, with most work happening over the summer.
