Board reallocates county capital-reserve dollars to HVAC and coil repairs after roofing quotes exceed budget

The Caswell County Schools board approved using the county's capital-reserve allocation—roughly $67,000—to address HVAC and coil replacements rather than the originally targeted east‑wing roofing after contractor estimates for roofing returned significantly above budget.

Maintenance staff ("Maintenance staff") described a district roofing study and an infrared inspection showing wet insulation in several flat roofs. Staff said contractor quotes for the east wing and Civic Center exceeded the funding available; however, an estimate received the morning of the meeting put replacement of two Civic Center HVAC units at $46,212.

"We could use it somewhere else with a Civic Center or something, replacing HVAC," maintenance staff said, recommending the board use the county allocation for units most in need. A board member moved to amend the motion to permit using up to the $67,000 for HVAC work at the Civic Center and to replace damaged coils in classrooms; the amendment passed and the main motion was carried.

Trustees asked how many units remain to be replaced and whether other classrooms are out of service; maintenance staff said several classrooms have been abandoned because of ceiling ruptures and that additional work could cost much more than the available $67,000. The board instructed staff to prioritize Civic Center units and necessary coil replacements within the available funds and to continue a broader roof‑study process for larger projects.

The board's action is designed to use the one-time county allocation before the end of the funding period; staff noted the funding must be used before the end of June.
