Council ratifies planning-commission appointment and approves contracts, airport upgrade and waste ordinance

Council members ratified the mayor’s nomination of Beth Augustine Schulte to a three-year term on the Planning Commission. The mayor’s presentation summarized Schulte’s background as a lifelong Columbus resident, her education and long teaching career; the council approved the appointment by voice vote.
On procurement and projects, the council adopted Resolution R26-80, awarding BD Construction Inc. a contract for $136,379.50 for Columbus Loop River mitigation (CIP 25-25). The council also adopted Resolution R26-81, approving a professional-services agreement with JEO Consulting Group not to exceed $51,400 for design-phase services for the South 14th Avenue stormwater treatment facility (CIP 24-37).
Separately, council approved a $22,339 quote from Knox Company for seven narcotics storage units for the fire department (reallocated from CIP 26-24/22-12). A speaker identified on the record as a fire-department official explained the purchase as an initial step to meet new DEA-related storage requirements and said the units will be mounted in fire engines and ambulances.
The council also approved plans and specifications and authorized advertising for bids for precision approach path indicators (PAPI) and beacon work at Columbus Municipal Airport, with an estimated cost of $220,078.50 (CIP 26-15). A staff member said the city had received a state grant that will cover a large percentage of the work and noted the FAA is transitioning from VASI systems to PAPI.
On the ordinance docket, the council adopted Ordinance 26-08 on third reading to amend City Code section 50.35 to add regulations regarding handling of solid waste. One council member asked whether prior questions raised by Brett Roth had been addressed before the final vote; the recording shows no further substantive discussion and the ordinance passed by voice vote.
