Gurnee board approves $142,500 contract for ADA transition plan

The Village of Gurnee approved a professional services agreement on June 1 with Kimley-Horn and Associates Inc. to prepare a Title II Americans with Disabilities Act self-evaluation and an ADA transition plan for village right-of-ways under a $142,500 lump-sum proposal.
A village staff member explained that under Title II of the ADA, public entities must evaluate programs, services and public facilities to ensure accessibility and that communities with more than 50 employees are required to maintain an ADA transition plan identifying barriers and a schedule for improvements. "We don't have an ADA transition plan, but we need one," staff said. The firm will provide project coordination, inventories, outreach and implementation strategies; village staff will assist with field data collection.
Funding for the contract is included in the FY 26–27 budget, staff said, and this contract is the first step toward identifying accessibility improvements the village will address in follow-up work. Trustee Thorson moved the measure; Trustee Ross seconded and the board approved the contract on roll call.
The plan should help the village identify sidewalk, crossing and right-of-way barriers and set priorities for future capital work and grant eligibility.
