Staff described the measure as a two-step process: annex the township campus so it becomes contiguous with village limits, then rezone the parcels from Lake County R-4 residential to the village's 'P' public land district. "This is step one," a village staff member said, explaining the school had requested the township annexation to enable later municipal review of building projects and to place the campus under village planning oversight.
The board was told there would be no change to the Warren Waukegan Fire Protection District's property tax status, and there is no immediate request to extend village water or sewer service. Trustee Woodside moved the annexation; Trustee Garner seconded, and a roll-call vote carried the motion.
Mayor Thomas Hood said the high school will appear before the Planning and Zoning Board in the near future to complete the process. The board approved both Ordinance 2026-42 (annexation) and Ordinance 2026-43 (zoning map amendment to 'P') by unanimous roll-call votes.
What happens next: village staff will process zoning paperwork and the high school will pursue planning review for building projects under the village's zoning and permitting process. The action transfers municipal planning authority for those properties from Lake County to the Village of Gurnee; officials emphasized the change is administrative and not a tax increase for the local fire district.
