Monroe County commissioners ratify payrolls, contracts and $171,000+ in grants; opioid awards approved

Monroe County commissioners on May 20 approved a package of financial and program actions that included voucher and payroll certifications, service contracts for children’s services and multiple grant applications and awards.
The board approved vouchers payable dated May 8 and May 11 totaling $3,257,754.30 and certified gross payroll of $1,523,707.98 for the pay period ending May 3, 2026. Commissioners also ratified multiple healthcare benefit payments to Highmark and Geisinger, dental claims and flexible spending account distributions as listed on the agenda (amounts itemized in the official docket).
In a separate set of service agreements for Children and Youth Services, the board authorized contracts for the 07/01/2026–06/30/2027 year including: Colonial Intermediate Unit 20 (contract limit $280,000 for truancy intervention), County of Chester (contract limit $500,000 for detention center services), Homestead Family Services ($150,000 for diversion/family preservation), and The Children’s Home of Easton Inc. ($325,000 for foster care).
Commissioners approved several grant authorizations and awards. They ratified authorization to submit a FY25‑26 Justice Reinvestment Initiative 2 (JRI‑2) grant application for $302,905 to support probation and treatment court and authorized submission of a Monroe County Archives Collections Stewardship Grant application for $349,994 to digitize approximately 75% of the county archive collection. The board also approved a $66,656 Emergency Management Performance Grant agreement for the period Oct. 1, 2024–Sept. 30, 2025 and acknowledged CSBG 2026 installment awards for Monroe and Pike Counties totaling $380,322.
Under the county’s Opioid Settlement Fund actions, the board approved: a Memorandum of Understanding and agreement with Path to Peace for $85,000 to support treatment services; a $5,000 award to CMP Drug & Alcohol to fund a full wrap for a 2025 Toyota Sienna; and a KUDU Creative marketing budget of $21,000 for community awareness and resource availability. Earlier on the agenda the board amended a prior payment to Kudu Creative from $4,284.00 to $4,997.63.
The meeting also ratified Change Order #2 with Ring Central for $352 to purchase four Cisco ATA191 analog telephone adapters and adopted Resolution R‑2026‑4 to provide a local match of $253,128 for State Operating Financial Assistance for 2026–2027 for the Transportation Authority.
The board approved a modest budget adjustment totaling $1,750, accepted a Central Services Cost Allocation Plan, and acknowledged a final arbitrage report for the county’s 2014 general obligation bonds showing no arbitrage liability for the reviewed period.
The actions taken at the May 20 meeting were moved by Commissioner Sharon S. Laverdure and seconded by Vice‑Chairman David C. Parker unless otherwise noted; motions carried as recorded in the minutes. The meeting adjourned at 9:55 a.m.
