Howard County advisory board re‑elects chair, names deputy IG and accepts member’s resignation

A board member (Steve Quisenberry) nominated David Salem; Dennis seconded the nomination. A hand/voice vote was taken and several members — including Mr. Curry, Miss Sedney, Mister Raschka and Mister Quisenberry — voiced “yes.” Chair Salem declared the nominations approved and thanked members for agreeing to continue for another year.
The board also heard personnel updates for the inspector general’s office. Chair Salem announced that Kelly Madigan has selected Frank Lopez as deputy inspector general; Salem said Lopez is a former Maryland State Police detective and that he had accepted a conditional offer with an expected mid‑June start. The IG’s office is also advertising at least one criminal investigator position and will hold interviews soon.
Chair Salem announced that board member Steve Quisenberry had submitted an intent‑to‑resign letter and that June 4 would be his last meeting. Salem and other members praised Quisenberry’s contributions to the board’s first‑year work plan, policies and IG candidate interviews; members presented a parting gift and wished him well in retirement. Quisenberry indicated he would open the gift after the meeting.
No other formal votes or appointments were recorded at the meeting beyond the leadership nominations and the announced conditional deputy hire.
