The Fremont City Council voted to authorize the mayor to sign a design contract with Shemer Associates for the renovation of City Hall for $327,600. The contract covers design work for the basement, first and third floors and will produce a phasing plan and cost breakouts that staff can align to available capital funding.
City staff said the firm was selected after a competitive process (three proposals were received) and that the contract price reflects the lowest qualified bidder; staff noted that earlier optimization work informed the bid and that the design phase will identify construction phasing so work can proceed within existing budget constraints. The design package will include HVAC and electrical upgrades and address code deficiencies.
Council members raised concerns about overall construction costs if all phases proceed, and staff said construction will be limited to what budget permits after the design produces detailed cost estimates. The motion to approve the design contract carried 8–0.
