The Zeeland Board of Public Works adopted new FY 2026-27 wage scales and an implementation plan at its May 12 meeting.
ACM/Finance Director Kristi Plockmeyer told the Board staff conducted an internal market survey for non-union job titles using local, regional and statewide comparators to establish updated midpoints. Movement from current midpoints ranged from -30% to +24%; staff recommended changes only where midpoints increased.
The implementation approach applies adjustments in three steps: (1) increase an employee's wage by the greater of the midpoint-percent increase or a calculated wage-scale penetration point (capped by years of service), (2) apply a performance adjustment where eligible, and (3) provide a retention adjustment of 2%โ3% or a 3% base increase for eligible employees who would otherwise receive less than 3% after steps 1 and 2. Workers already above midpoints may receive a one-time payment equal to 2% of base pay. Staff estimated combined projected wage increases (scale + performance) at roughly 5% for FY 2026-27 and included estimated amounts ($40,500 city-wide; $12,500 BPW) in the proposed budget.
Consistent with the Personnel Committee's recommendation, the Board approved the wage scales and the implementation plan on a motion by Commissioner Query, seconded by Commissioner VanAst; all voting aye. Adjustments will be applied beginning July 1, 2026 as outlined by staff.
