Greendale trustees debate purchasing-policy thresholds, approve updated policy but preserve board oversight

Village staff presented a rewrite of the municipal purchasing policy to reflect an increase in the state sealed-bid threshold and to modernize antiquated language on faxes, recurring software and emergency purchases.
Manager Hawes (staff) told trustees the state increased the sealed-bid threshold from $25,000 to $50,000 and recommended corresponding municipal threshold changes (including raising the board-approval threshold to $25,000 and department-head approval to $10,000). Staff also suggested clarifications for emergency purchases and exclusions for budgeted purchases made through state contracts.
Trustees pushed back on removing the board's day-to-day visibility into purchases. Several trustees said they preferred to continue seeing purchases above the current thresholds so they could ask questions and understand whether final costs matched budget estimates. Trustee Ollette said, "I like to have control over that and I think it's our job to supervise that." Others, including Trustee Young, said they could support the staff recommendations but wanted improved reporting so the board can monitor purchases paid after the fact.
After discussion Trustee Barbian moved to approve the updated purchasing policy text but to keep the board's existing thresholds (except the statutorily-mandated state threshold change). The motion passed on roll call (majority aye; President Zabrowski voted no). Staff agreed to clean up archaic language, add electronic AP reporting and build a monthly report showing capital purchases over a chosen threshold for board review.
The board did not adopt higher local thresholds at this meeting; staff will update the policy language and return with any further clarifications.
