Missoula County commissioners on June 4 approved a resolution creating Rural Special Improvement District (RSID) 8450 to finance paving and improvements for a portion of Morgan (Mustang) Lane.
Sam Scott of the Clerk and Recorder's Office told the board the resolution of intention had been adopted earlier and that after notices were mailed and published, no protests were filed during the 30-day protest period. Scott presented a map and said the total construction cost was about $289,000.38, with $33,378 of that amount expected to be paid from available county funds or in‑kind contributions — leaving an estimated bond amount around $256,000.
During public comment, property owner Joe Zampenik asked whether the RSID debt would remain with a property if the owner sold; staff answered that assessments attach to the property. Zampenik also asked about timing; staff estimated construction could begin as soon as summer 2027 (July or August) depending on scheduling, and that property-tax assessments generally occur after substantial completion and might appear on tax-year 2028 bills depending on timing.
A representative from Soro Springs HOA (Roger) offered appreciation and said the improvements would reduce dust and drainage problems for neighbors. Commissioner Dave Stromer moved to create the district; the motion was seconded and approved by voice vote.
The resolution authorizes financing through RSID bonds secured by the county's rural special improvement district revolving fund and applies to a district that includes 14 total properties with 13 property owners, per the presentation.
