West Richland adopts 2025–2030 Capital Improvement Plan amendment, adds children’s museum and salt-shed project

The West Richland City Council on June 2 adopted Resolution 26-26, amending the city’s 2025–2030 Capital Improvement Plan to add three funded changes: inclusion of a proposed Mid-Columbia children’s museum in the parks CIP, a public-works northwest satellite salt-shed to improve winter operations, and removal of the city’s previously listed Veterans Cemetery site after it was not selected.
Public Works Director Roscoe Slade told the council the CIP changes reflect priorities identified during the annual budget process and that the city will move to a new CIP format in future cycles with more project detail. “We’re going to take each project and do a little more detail for each project that will provide more information than just simply the name,” Slade said.
Council moved and seconded adoption of the resolution; there was no public comment on the CIP amendments during the hearing and the motion carried on a council voice vote.
Slade also updated the council on transportation work tied to the CIP: Keene Road widening is funded and expected in the 2028–29 timeframe, signal work at Keene and South Highlands is scheduled, and wetland mitigation for the Keene subgrade project will be required. He said the city expects to retain roughly $6 million in redirected funds to help fund local projects on Keene Road after successful advocacy at the state level.
What’s next: project-level details and funding plans will be brought forward as individual CIP projects are designed; the city said it will provide more granular project descriptions in the next CIP cycle.
