Red Willow County awards armor-coat, gravel and bridge investigation contracts as road program accelerates

Red Willow County advanced multiple road-maintenance projects in 2016, including armor-coat surface treatments, gravel procurements, bridge inspections and equipment purchases.
County Road Superintendent Gary Dicenta presented hydraulic study agreements for bridge project No. 14020P and advised the board the timber structures will ultimately need replacement to meet 100-year floodplain requirements; the board authorized the chairman’s signature on Miller & Associates’ agreement to complete hydraulic analyses.
Bids for the 2016 armor-coat project were opened and the board accepted Figgins Construction’s alternate (county-hauling) bid for four sites at a total of $39,920 after reviewing competing bids. The board later approved final pay requests to the contractor and planned additional crack-seal procurement (contract with Maxwell Products Inc. to provide a kettle and materials for a week at a total of $19,300 was later authorized). Dicenta also presented preliminary opinions for various bridge replacement alternatives (e.g., concrete box culvert and precast slab options with differing cost estimates). Gravel bids by precinct were accepted in June and the board reserved the right to call non-awarded suppliers at their bid price if necessary.
On April 4 the board opened tractor bids and subsequently accepted a Plains Equipment bid for two John Deere 6150M tractors using a government lease program; later in the year the board accepted a motor-grader bid from Nebraska Machinery to replace aging equipment. The road program decisions were paired with engineering oversight and state NDOR agreements (bridge/culvert object marker program) to comply with federal and state requirements.
Commissioners said the combination of equipment replacement, surface treatments and targeted bridge studies was intended to stabilize county road assets while matching procurement to available funds and federal/state funding rules.
